Garri Hendell, Supervising Investigator

Garri brings a background in civil litigation, personnel policy, military service, and private and public sector investigations to his work at COPA. As a litigation partner in a 600+ lawyer firm, his practice included employment and administrative law matters. He subsequently worked in the personnel policy directorate of the National Guard Bureau as a branch chief overseeing legislative initiatives for managing human capital, process improvements, and preparing draft opinions for consideration by the Army Board for the Correction of Military Records. He also has experience working as a civil investigator in the office of Kansas Attorney General Derek Schmidt on open government and consumer protection matters. Most recently, he worked as a private investigator undertaking surveillance, claims, and SIU (fraud) investigations on behalf of insurance industry clients. Since 2004, Garri has also pursued a part-time military career in the Army National Guard. He has deployed overseas three times—to include a tour where his unit was utilized in a Military Police role. Most recently, he served as the officer primarily responsible for the operation of all federal land forces deployed along the 1,900+ mile US-Mexico border in support of the Department of Homeland Security’s Customs and Border Protection agency.

Garri holds law degrees from the University of Oxford, the Université Libre de Bruxelles, and from the New York University School of Law. He also has completed several Army training courses to include the Command and General Staff Officer’s Course, the Advanced Operations Course, the Cavalry Leaders’ Course, and the Red Team Members Course. He regularly contributes to military publications, mostly writing on the topics of organizational effectiveness and the legal requirements for the use of force in armed conflict.
