Matthew Haynam, Deputy Chief Administrator

Matt Haynam has over 13 years of investigative and legal experience, previously serving COPA as the Director of Investigations – Intake, a Supervising Investigator, and also as an Investigator. Haynam joined COPA from the Chicago Police Department, where he served as an Associate Staff Attorney reviewing misconduct investigations. Before serving the police department, Haynam worked as an Attorney for Chicago’s Department of Business Affairs and Consumer Protection, overseeing a team charged with enforcing complex regulations of various industries, including public vehicles, ride-sharing, and other city licenses. Haynam holds B.A. in Aviation Management from Ohio State University and a J.D. from Capital University Law School. Haynam is a certified Lead Homicide Investigator and specializes in interview and interrogation tactics, preservation of digital evidence, effective testimony, forensic examination, and scene management.
