COPA’s operations are governed by a comprehensive body of internal policies and guidance, spanning matters from administrative staffing procedures to the conduct of complex investigations. Pursuant to the Consent Decree in Illinois v. Chicago, certain policies must undergo a period of public comment and review prior to taking effect.
