David Barr, Supervising Investigator
Dave Barr is a Supervising Investigator at the Civilian Office of Police Accountability. His primary duties include managing a blended team of four Investigators and two Major Case Specialists, providing guidance and assistance on any issue that may arise during an investigation. Dave originally joined COPA in 2019, previously working as an Investigator and Major Case Specialist. Prior to COPA, he worked as an employment law consultant dealing with a variety of labor and contract issues. His past government experience includes working for the Illinois Attorney General’s Office representing state agencies in court during administrative law review cases. He also worked as a Corporate Crisis and Risk Management Consultant at Edelman, analyzing, advising, and drafting strategic communications for clients. Dave started his career in politics, working as an Opposition Researcher for the Arizona Democratic Party, the Scottish National Party in the United Kingdom, the Democratic National Committee, and finally for the 2012 Obama Re-Election Campaign, headquartered in Chicago. Dave holds a Juris Doctor from Chicago-Kent College of Law (IIT) and a Bachelor of Arts in Political Science from Whittier College.”
