COPA RELEASES FINAL SUMMARY REPORT AND FINDINGS REGARDING OFFICER-INVOLVED SHOOTING

NEAR 6400 W. HIGGINS AVENUE

The Civilian Office of Police Accountability (COPA) posted to its website the Final Summary Report (FSR) which details COPA’s findings and disciplinary recommendations regarding an accused officer’s actions related to an officer-involved shooting on July 29, 2022, near 6400 W. Higgins Avenue.

On July 29, 2022, COPA was notified by the Chicago Police Department (CPD) of an officer-involved shooting near 6400 W. Higgins Avenue. The incident began when members of the Department were inside a Subway restaurant located in a commercial plaza at 5200 N. Nagle Ave and their attention was drawn to a vehicle outside, which prompted them to investigate further. The officers briefly followed the vehicle which drifted through the intersection before crashing into a nearby light pole. As the two suspects fled, one officer discharged their firearm, without striking either suspect. Officers pursued the suspects who were taken into custody. A firearm, not used in the incident, was recovered inside the vehicle.

COPA concluded its investigation on April 26, 2023 and delivered its report of findings and disciplinary recommendations to the Superintendent as mandated by ordinance (www.chicagocopa.org/wp-content/uploads/2016/07/COPA-Ordinance.pdf).

“The investigation concluded the use of deadly force was not in accordance with Department policy and training,” said First Deputy Chief Administrator, Ephraim Eaddy. “COPA received notification from the Department regarding the accused officer’s resignation effective April 26, 2023, the day COPA concluded this investigation. As Chicago’s civilian oversight agency, COPA is committed to objectivity, integrity, transparency, and swift action when responding to misconduct.
