This incident happened on January 12, 2010. The Independent Police Review Authority (IPRA) concluded its investigation on August 8, 2012. Due to the availability of new evidence, the investigation was reopened for further investigation on May 23, 2017. On September 28, 2018, COPA concluded that additional investigation. During the Command Channel Review process, CPD requested COPA serve additional allegations. After doing so, COPA concluded the investigation on July 28, 2019.
