COPA CONCLUDES INVESTIGATION INTO FATAL OFFICER-INVOLVED SHOOTINGNEAR 3800 W. FLOURNOY
The Civilian Office of Police Accountability (COPA) has concluded its investigation and delivered its Final Summary Report (FSR), investigative materials, and disciplinary recommendations, if any, to the Chicago Police Department, regarding the fatal officer-involved shooting death of Mr. Reginald Clay Jr.
On April 15, 2023, the Chicago Police Department (CPD) notified COPA of an officer-involved shooting. Based on preliminary information, the incident began when two officers engaged a group of individuals in the 3800 block of West Flournoy Street. As the officers exited their vehicle, one individual began to walk away. The individual then fled and was pursued on foot by the two officers. The individual fled through a gangway and into a backyard and then into another gangway with no ability to exit. The individual turned back to exit the gangway, in the direction of the officers, which led to one officer discharging their weapon striking the individual, who later succumbed to his injuries. The individual was in possession of a firearm, which was recovered on scene.

Municipal ordinance requires the Superintendent to respond within 60 days, though the Superintendent may request to extend the review period for up to 30 additional days, for a total review period not to exceed 90 days.
The Superintendent’s response to any COPA recommendations of discipline or other remedial action, if applicable, will determine the extent of the additional review processes that follow. These review processes may include, but are not limited to, review by the City of Chicago Department of Law, hearing before the Chicago Police Board, grievance filings, and arbitration.
COPA will post its Final Summary Report (FSR), which will include COPA’s analysis of the evidence and investigative findings and recommendations, on its website upon the conclusion of the Department’s Command Channel Review or, if applicable, following service of disciplinary charges by the Department of Law on any involved officer.
