NOTE: This incident involves the death of the involved individual, which is detailed in the Final Summary Report below. The release of all Final Summary Reports is mandated pursuant to the City of Chicago Municipal Code (Section 2-78-145, viewable here) and the Consent Decree in State of Illinois v. City of Chicago (17-cv-6260, paragraph 499, viewable here). As standard practice, prior to the release of any Final Summary Report involving an incident resulting in the death of an involved party, COPA notifies the family of its obligation to post the report to its website. Impacted families and/or their representatives were contacted prior to the release of this report.
Pursuant to the Illinois Freedom of Information Act’s personal information exemption (5 ILCS 140/7(1)(c)) which protects the unwarranted invasion of personal privacy, the Civilian Office of Police Accountability (COPA) has redacted certain audio and video materials relative to this incident.
This post was updated on September 21, 2023 to include the Final Summary Report and non-concurrence. Pursuant to the City’s Video Release Policy, COPA posts all media and documentary materials that are relevant to the subject matter of the investigation and in COPA’s possession at the time of initial release. COPA will issue a supplemental release if it subsequently obtains or ascertains that it has possession of additional media or documentary materials relevant to the subject matter of the investigation.
As part of the non-concurrence process, COPA and the Superintendent agreed to 60 day suspensions for each officer.
