Pursuant to MCC – Chpt. 2-78-120(m), COPA is authorized to recommend to the Superintendent of the Chicago Police Department (CPD), the the Chairman of the City Council Committee on Public Safety, and the Police Board, revisions to CPD’s policies, practices, collective bargaining agreements, programs and training in order to improve the accountability, effectiveness, integrity and transparency of CPD. One way for COPA to fulfill this mission is to issue an Advisory Letter to CPD if the investigation uncovered a problem that hinders the effectiveness of CPD’s operations and programs or if the investigation has identified a verifiable potential liability or risk that warrants attention by CPD.
