The event aims to address how to hold both police officers and law enforcement agencies responsible for effectively delivering basic services of crime control. The Journal also hopes to address Chicago's long history of racism in policing, including persistent racially discriminatory practices ranging from street level harassment and arrests to excessive and deadly force, and ultimately mass incarceration.
